Instruments of parliamentary oversight According to Article 27 of the Constitution of Lower Saxony, the State Parliament can and must deploy a parliamentary select committee at the request of one-fifth of MPs. This committee primarily investigates possible abuses in government and administration and any misconduct by politicians. It can hear from witnesses and experts and initiate other investigations by courts and administrative bodies. The select committee summarises its findings in a report to the plenary session. Select committees are considered a powerful organ of parliamentary oversight as they give Parliament very extensive investigative powers. The State Parliament does not have a parliamentary select committee in action at present.

In other words, the plenary session is the full meeting of the State Parliament. The place where the plenary session meets is called the plenary hall of the State Parliament of Lower Saxony in the heart of the state capital, Hannover. The full parliament generally meets once a month in a session that usually lasts three to four days – depending on the scope of the political topics that are to be put on the agenda. This sitting lasting several days is called a session. The Council of Elders plans the next parliamentary year well in advance to synchronise a number of dates. The beginning: the Leineschloss from 1637 to 1866 1637 – Timbered frame The history of the Leineschloss begins in the commotion of the Thirty Years’ War (1618-1648): in 1637 Duke George of Calenberg’s funds were extremely limited. All he could muster was the construction of a small residence; the Leineschloss built by him in Hannover was a modest half-timbered building. But not long later, his successor, the creative Duke Johann Friedrich, began renovation work ‘befitting of its status’. Up until 1689 the palace grounds housed a monastery, a court theatre and an opera house, which – built entirely from wood – was one of the most magnificent in Europe. The Leineschloss The Leineschloss lies on the Leine river, that much is true. But is it really a “Schloss”, i.e. a palace? It was once – and much more besides. Built in 1637, it served almost every one of its occupants during the first 230 years of its history in a different way: as a residence, a monastery, a library and opera house, an administrative building and seat of the Assembly of the Estates (the medieval incarnation of Parliament) – and even as barracks for 3000 soldiers. After the end of the Second World War, a plenary wing was added to Leineschloss. Since its renovation, which was completed at the end of 2017, the plenary wing now meets all the requirements of a modern parliament. Service providers for Parliament The State Parliament administration is the service provider for Parliament - and for citizens who would like to submit a petition or find out more about their Parliament. The functions of Parliament are very diverse: shorthand secretaries write full reports of all plenary sittings, the building services are monitored in the building control centre and PR personnel organise tours of the State Parliament. These are just a few examples of the wide range of duties. Generally speaking, the main task of the State Parliament administration can be described as follows: to ensure the smooth running of Parliament and to ensure that MPs have their organisational, staffing, technological and material requirements met so that they can get on with their work. (© Focke Strangmann) The right of MPs to form parliamentary groups is based on Article 19 of the Constitution of Lower Saxony. A parliamentary group is a coalition of MPs who generally belong to the same party and form a parliamentary alliance. Uniting in this way helps the individual elected representatives to carry out their parliamentary duties effectively. The constitution clearly states that MPs are solely subject to their conscience. And yet in Parliament, everything comes down to securing majorities to pass proposals. The many interests of individual MPs are debated and considered within the parliamentary groups, so that common ground can eventually be found. Committed to all the people The constitution states that the Members of the State Parliament represent all the people – not just their own voters. They are not bound to orders and instructions, but are solely subject to their conscience. Those elected to Parliament should be free to act politically without coercion or intimidation. For this reason, MPs have special obligations, but also special protection rights. The obligations of elected representatives: they must cooperate and participate; in this respect the rights of participation and involvement (as explained below) are also obligations of the MPs. They are obliged to maintain order in Parliament. Order is enforced by the President. Members of the State Parliament are not allowed to accept benefits.
